Migration Project
Supporting content migration to Oxford Fresco, OxIntranet and OxWeb
Moving our content to the new platforms will be a large undertaking, and the Migration Project will ensure this critical activity receives the level of attention needed.
Content currently hosted on Mosaic and OxWeb will be prioritised for migration to the new platforms. This is because these platforms are built on technology that is going out of security support in late 2026. The Migration Project is working hand-in-hand with the Web CMS, Intranet and OxWeb development teams to ensure migration takes place in a smooth and timely way.
The Migration Project is currently developing:
- A toolkit with guidance, training, and support that will enable content owners successfully to migrate their content. A link to this Toolkit will be shared on this page shortly, meanwhile you can find guidance on how you can prepare for migration in the Useful Resources section below.
- A timeline for migration. This will include confirmation of the overall timelines for each migration path and details of how and when we will allocate each site to a migration slot. More information on this is provided in the Migration Timelines section below.
- A resource model to clarify who has responsibility for different aspects of migration. This will include who is supporting each migration path, what support is offered, and how to access that support.
- Migration processes that will explain how each migration will be undertaken including what might be automated and where manual effort will be required. More information on this is provided in the Migration Processes section below.

Migration Timeline
Migration of content from the Oxford Mosaic platform and OxWeb will start in the summer of 2025.
Migration will take place in tranches, and the timing of each migration will be dependent on:
- The availability and readiness of each destination platform to take-on the content. For example, the iterative development of the new web CMS platform, Fresco, means that migration will start with simpler sites and the more complex sites will be migrated over time as Fresco is able to support more complex features.
- Content owner/editor availability and capacity to undertake the move of their content within the migration window.
Site owners will be contacted directly to discuss and agree the timing of each migration, and what they will need to do as part of the migration process.
Migration processes
The migration process, roles and responsibilities, and the degree of automation depends on the migration path. The details of each process are being defined, but our current assumptions are:

Mosaic to Fresco
- Site content will be auto-migrated in the first instance and then the migrated content will need to be reviewed and refined by content owners before publication. Details on the process and the degree of effort required will be shared as part of migration tranche planning communications from the Migration Project Team.
- The Migration Project will be the main point of contact for this migration path and will provide a Toolkit and help-desk style support.

Mosaic to OxWeb
- Site content will be migrated manually.
- Details on the process, including the respective roles and responsibilities of the Public Affairs Directorate (PAD) and content owners, will be shared by PAD in due course.
- PAD will be the main point of contact for this migration path.

Mosaic to OxIntranet
- The migration process is likely to be manual, although the possibility of some automation is currently being investigated.
- Details on the migration process will be shared by the new OxIntranet support team.
- The OxIntranet support team will be the main point of contact for this migration path.
